দ্বিতীয় বারের মত আন্তর্জাতিক মাতৃভাষা পুরস্কার পেলেন হাবিবুরর রহমান।

আন্তর্জাতিক মাতৃভাষা পদক-২০২৩’ গ্রহণ করলেন অতিরিক্ত আইজিপি ও টুরিস্ট পুলিশের প্রধান হাবিবুর রহমান।মহান শহীদ দিবস ও আন্তর্জাতিক মাতৃভাষা দিবস উপলক্ষে মঙ্গলবার (২১ ফেব্রুয়ারি) আন্তর্জাতিক মাতৃভাষা ইনস্টিটিউটের অডিটরিয়ামে আয়োজিত অনুষ্ঠানে প্রধানমন্ত্রী শেখ হাসিনার কাছ থেকে এ পদক গ্রহণ করেন তিনি।
দ্বিতীয় বারের মতো মাতৃভাষা সংরক্ষণ, পুনরুজ্জীবন, বিকাশ, চর্চা, প্রচার-প্রসারে অবদানের জন্য দেওয়া হচ্ছে ‘আন্তর্জাতিক মাতৃভাষা পদক’। আন্তর্জাতিক মাতৃভাষা পদক বাংলাদেশের একটি বেসামরিক পুরস্কার। বিশ্ব জুড়ে মাতৃভাষায় বিশেষ অবদানের স্বীকৃতি হিসেবে ২০২১ সাল থেকে এই আন্তর্জাতিক মাতৃভাষা পদক প্রদান শুরু হয়। ২০২১ সাল থেকে প্রতি দুই বছর পরপর এই পদক প্রদান করা হচ্ছে। জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উপলক্ষে সরকার পদকটি প্রবর্তন করে। এবার হাবিবুর রহমানসহ একাধিক ব্যক্তি এই পুরস্কারের জন্য মনোনীত হয়েছেন। মনোনীতদের মধ্যে অধ্যাপক রনজিত সিংহ, মাহেন্দ্র কুমার মিশ্র, ইন্ডিয়া এবং ইন্টারন্যাশনাল মাদার ল্যাংগুয়েজ লাভার্স অ্যাসোসিয়েশন, কানাডার পক্ষে ড. আমিনুর রহমান পুরস্কার গ্রহণ করবেন।
বেদে জনগোষ্ঠীর বিলুপ্তপ্রায় মাতৃভাষা ‘ঠার’ ভাষা সংগ্রহে অবদান রাখায় এ পদক পেয়েছেন হাবিবুর রহমান। এই ভাষাটির নেই কোনো বর্ণ বা লিপি। মূলত এটি কথ্য ভাষা। যা সাধারণ মানুষের বোধগম্যের বাইরে।
ভাষাবিজ্ঞানীদের মতে, ১৬৩৮ সালে শরণার্থী আরাকানরাজ বলালরাজের সঙ্গে মনতং জাতির যে ক্ষুদ্র অংশ বাংলাদেশে প্রবেশ করে তাদের ভাষার নাম ‘ঠার’ বা ‘ঠেট’ বা ‘থেক’ ভাষা। সেই রহস্যময় ‘ঠার’ ভাষা নিয়ে আট বছরের গবেষণালব্ধ পূর্ণাঙ্গ বই ‘ঠার বেদে জনগোষ্ঠীর ভাষা’ প্রকাশ পায় গত বছর।
কর্মক্ষেত্রে ভালো কাজের স্বীকৃতি হিসেবে হাবিবুর রহমান তিন বার বাংলাদেশ পুলিশ পদক (বিপিএম) ও দুই বার রাষ্ট্রপতি পুলিশ পদক (পিপিএম) পেয়েছেন। তাছাড়া সমাজের সুবিধাবঞ্চিত মানুষ, বেদে সম্প্রদায় ও তৃতীয় লিঙ্গের মানুষকে নিয়ে তার কাজ প্রশংসিত। পুলিশের ঊর্ধ্বতন কর্মকর্তা হিসেবে গুরুদায়িত্ব পালনের পাশাপাশি মানবিক কাজই নয়, হাবিবুর রহমান সম্পাদনা করেছেন আরও কিছু গুরুত্বপূর্ণ কাজ। যৌনপল্লির শিশুদের মধ্যে শিক্ষার আলো ছড়ানো, একাত্তরে পাকিস্তানি হানাদারদের বিরুদ্ধে পুলিশের প্রতিরোধ যোদ্ধাদের খুঁজে বের করা, তাদের নিয়ে বই সম্পাদনা—এসব কাজের মধ্যে উল্লেখযোগ্য।
