মুজিব শতবর্ষের সূচনালগ্নে বুড়িগঙ্গা নদীর তীরে ড্রেনেজের মুখে দূষিত পানি পরিশোধনের লক্ষ্যে ‘ট্রিটমেন্ট প্লান্ট’ বসানো হয়েছে। এটি একটি পাইলট প্রকল্প হিসেবে গ্রহণ করা হয়েছে। ছয় মাসের মধ্যে টিট্রমেন্ট প্লান্টের ফলাফল আশাব্যাঞ্জক হলে সেটি স্থায়িভাবে গ্রহণ করা হবে। নৌপরিবহন মন্ত্রণালয়ের আওতাধিন বিআইডব্লিউটিএ, ঢাকা ওয়াসা এবং ঢাকা সিটি কর্পোরেশন এক ছাতার নিচে মিলিত হয়ে দূষিত পানি পরিশোধনের কাজ করবে।
নৌপরিবহন প্রতিমন্ত্রী খালিদ মাহমুদ চৌধুরী এমপি আজ ঢাকা সদরঘাটে বুড়িগঙ্গা নদীর তীরে ড্রেনেজের মুখে দূষিত পানি পরিশোধনের লক্ষ্যে ট্রিটমেন্ট প্লান্ট স্থাপন এবং পরিস্কার পরিচ্ছন্নতা কর্মসূচির উদ্বোধন অনুষ্ঠানে এসব কথা বলেন।
নৌপরিবহন মন্ত্রণালয়ের অতিরিক্ত সচিব অনল চন্দ্র দাস এবং বিআইডব্লিউটিএ’র চেয়ারম্যান কমডোর গোলাম সাদেক এসময় উপস্থিত ছিলেন।
খালিদ মাহমুদ চৌধুরী বলেন, নদী তীর রক্ষা, দখল ও দূষণরোধকল্পে প্রধানমন্ত্রী দেশরতœ শেখ হাসিনা ১৯৯৯ সালে সার্বিক দিক নির্দেশনা দেন। পরবর্তিতে বিএনপি-জামাত জোট ক্ষমতায় এসে সে নির্দেশনা বাস্তবায়ন না করায় নদীর পানি আরো দূষিত হয়েছে। নদীর প্রবাহ না হয়ে, মানুষের রক্তের প্রবাহ হয়েছে। তারা বিকৃত ইতিহাস সৃষ্টি করেছে, সাম্প্রদায়িকতা ছড়িয়েছে। তিনি বলেন, প্রধানমন্ত্রী নদী রক্ষায় ‘টাস্কফোর্স’ গঠন করে দিয়েছেন। সে অনুযায়ি দেশের গুরুত্বপূর্ণ নদী রক্ষায় কাজ করা হচ্ছে। পাশাপাশি বুড়িগঙ্গা, তুরাগ, বালু ও শীতলক্ষ্যা নদীর দখল ও দূষণরোধে বিআইডব্লিউটিএ কাজ করছে। প্রকল্পের কাজ চলমান রয়েছে। তীররক্ষা, ওয়াকওয়ে (পায়ে চলার পথ), ইকো-পার্ক এবং জেটি নির্মাণ করা হচ্ছে।
প্রতিমন্ত্রী বলেন, করোনা ভাইরাস প্রতিরোধে বিআইডব্লিউটিএ জনসচেতনতা সৃষ্টিতে লিফলেট বিতরণসহ সতর্কতামূলক কাজ করছে। মিডিয়ার মাধ্যমে জনগণ সচেতন হচ্ছে। তিনি প্রয়োজন ছাড়া নৌপথে মানুষের যাতায়াত সীমিত করার অনুরোধ জানান। তিনি বলেন, নদীর পানি দূষণরোধে বিআইডব্লিউটিএ, পরিবেশ অধিদপ্তরসহ সংশ্লিষ্টরা কাজ করছে। যে সমস্ত শিল্প প্রতিষ্ঠান দূষিত পানি বিশুদ্ধকরণে যন্ত্রপাতি (এ্যাফ্লুয়েন্ট ট্রিটমেন্ট প্লান্ট-ইটিপি) ব্যবহার করছেনা তাদেরকে পরিবেশ অধিদপ্তর অভিযান চালিয়ে সনদ বাতিল, বিদ্যুৎ ও গ্যাস সংযোগ বিচ্ছিন্ন করছে। পরিবেশ অধিদপ্তর কাজ করছে যাতে কোন্ ধরনের অস্থিরতা সৃষ্টি না হয়।
উল্লেখ্য, বিআইডব্লিউটিএ’র তত্বাবধানে একটি বেসরকারি সংস্থা টিট্রমেন্ট প্লান্ট নির্মাণের পাইলট প্রকল্পের কাজ করছে। এখন পর্যন্ত তারা দু’টি টিট্রমেন্ট প্লান্ট নির্মাণ করেছে। প্রতিটির নির্মাণ ব্যয় ধরা হয়েছে ১৩ লাখ টাকা। বর্তমানে ট্রিটমেন্ট প্লান্ট দিয়ে যতটুকু পানি পরিশোধন করা হচ্ছে তা খাবার যোগ্য না হলেও মাছ এবং জলজপ্রাণীর জন্য ক্ষতিকর নয়।
