খানসামায় সরকারি কোয়ার্টারে থেকেও বাড়ীভাড়া উত্তোলনের অভিযোগ!

দিনাজপুরের খানসামা উপজেলায় সরকারি বাসভবনে থেকে দীর্ঘ ১৭ মাস ধরে অবৈধভাবে বাসাভাতা গ্রহণের অভিযোগ উঠেছে কারিগরি প্রশিক্ষণ কেন্দ্রের সিনিয়র ইন্সট্রাক্টর মো. মোর্শেদ আলম শাহ্-এর বিরুদ্ধে।
জানা গেছে, ২০২৪ সালের ১৬ জানুয়ারি খানসামা উপজেলা নির্বাহী কর্মকর্তার কাছে উপজেলা পরিষদের রূপালি ভবনের দ্বিতীয় তলার একটি কক্ষ বরাদ্দ চেয়ে আবেদন করেন তিনি। পরে বরাদ্দকৃত কক্ষসহ আরও দুটি কক্ষ নিয়ে তিনি স্বপরিবারে সেখানে বসবাস শুরু করেন।
কিন্তু সরকারি কোয়ার্টারে বসবাসের পরও তিনি তার মূল বেতনের সঙ্গে বাসাভাতা হিসেবে ২ লাখ ১৩ হাজার ৬৪ টাকা উত্তোলন করেছেন বলে অভিযোগ রয়েছে। যা পরিষ্কারভাবে সকল কর্মচারী চাকরি (বেতন ও ভাতাদি) আদেশ, ২০০৯ -এর বিধান লঙ্ঘন।
উক্ত আদেশের ধারা (২) অনুযায়ী লেখা রয়েছে তবে, যারা সরকারি বাসস্থানে বসবাস করেন, তারা এই বাড়িভাতার অধিকার রাখবেন না।
(৩) ১ জুলাই ২০১৫ হতে সরকারি বাসস্থানে বসবাসরতদের মূল বেতনের ৫%-৭.৫% হারে বাড়িভাড়া কর্তনের বিধানও রহিত করা হয় এবং পূর্বে কাটা অর্থ সমন্বয়যোগ্য বলে ঘোষিত হয়। এই আইনি ব্যাখ্যা অনুযায়ী, সরকারি কোয়ার্টারে বসবাসরত মো. মোর্শেদ আলম শাহ্ বাসাভাতা গ্রহণ করে সরকারি অর্থ আত্মসাৎ করেছেন বলে প্রতীয়মান হচ্ছে।
উপজেলা প্রশাসন সূত্রে জানা গেছে, তিনি মাসে ২ হাজার ৫০০ টাকা ভাড়া প্রদান করলেও তা সরকারি নির্ধারিত নিয়ম অনুযায়ী বাসাভাতা গ্রহণের জন্য যথেষ্ট নয়।
এ বিষয়ে জানতে চাইলে অভিযুক্ত কর্মকর্তা মো. মোর্শেদ আলম শাহ্কে মুঠোফোনে সংবাদকর্মী পরিচয় দিয়ে কথা বললে তিনি বিষয়টি এড়িয়ে যান এবং ফোনটি কেটে দেন।
তবে উপজেলা নির্বাহী অফিসার মো. কামরুজ্জামান সরকার জানান,বিষয়টি তদন্তসাপেক্ষে দেখা হবে। কেউ আইন লঙ্ঘন করে অতিরিক্ত সুবিধা নিচ্ছেন কি না, তা যাচাই করে প্রয়োজনীয় ব্যবস্থা নেওয়া হবে।
